A proposed ordinance would make “camping” illegal in sections of the city, including downtown and on city beaches. The ordinance is set to be discussed during a city council meeting on Tuesday. It sets restrictions on illegal camping in areas that could present a danger to people who are homeless due to fire risk or other health and safety hazards, or could threaten sensitive animal species and environmental areas. Neighborhood and community parks, parking lots, most open spaces, as well as city-owned beaches and oceanfront areas, would also be off-limits.
